“Decisions to impose restrictions are influenced by the aftermath of shelling, accidents, shortages of power generation, and increased demand—particularly during peak usage or under cold and hot conditions,” the Ministry noted.

Following significant damage to infrastructure, the energy system may temporarily lose the ability to produce or transmit sufficient electricity. In such cases, limiting consumption becomes necessary to maintain grid stability.

“Commands to introduce restrictions may come from either NPC ‘Ukrenergo’ or regional distribution system operators,” the Ministry of Energy reported.

The scope of restrictions is determined by current energy consumption levels and the performance of generation and transmission equipment.
