Vladimir Putin has ordered Russia's military and security agencies to develop coordinated proposals about potentially restarting preparations for nuclear weapons testing. This move was announced at a meeting of Russia’s Security Council on November 5.
During the meeting, Defence Minister Andrei Belousov proposed that Russia prepare for a nuclear test at its Arctic proving ground on Novaya Zemlya. He framed this step as a necessary response to recent statements by Donald Trump regarding the United States' intentions to resume nuclear testing.
“Actions unequivocally indicate that Washington is actively building up its strategic offensive weapons,” Belousov said to Putin and the ministers present. “The White House has consistently withdrawn from long-standing arms-control treaties,” he added, referring to the ABM Treaty, the INF Treaty, and the Treaty on Open Skies.
This formal and measured language reflects a significant potential shift after a 35-year moratorium on nuclear detonations.
The announcement took place during the public segment of the Security Council meeting, indicating its importance within Russian strategic planning.
