Democrats and Republicans are at odds over funding for the Supplemental Nutrition Assistance Program (SNAP), formerly known as food stamps.
Republicans claim that SNAP benefits will run out on November 1 due to the federal government shutdown, and that there is nothing they can do to prevent it.
Democrats, on the other hand, argue that a contingency fund could and should be used to continue funding regular SNAP benefits.
According to the Department of Agriculture, which administers SNAP, it cannot legally tap the contingency fund for this purpose.
Notably, the use of the contingency fund was previously considered a viable option by Republicans, at least until a few weeks ago.
