The emergency radio system in Kerr County, provided by Motorola, failed in the aftermath of the July Fourth flooding.

A few years prior to the floods, local officials contracted with Motorola for a new emergency communications system, despite it being about half a million dollars more expensive than an alternative proposal from the Local Colorado River Authority, which may have offered more coverage.

Danny Hakim, who covered this story for The New York Times, said his team started looking into it because of reports from first responders on the ground.

As the floodwaters rose and the death count began to rise, first responders were unable to use the system.
