Kyrgyzstan Unifies Lottery Sector under State Control

Kyrgyzstan is merging all private lottery operations into a centralized, state-regulated system to modernize the sector and align it with global standards. This initiative is led by the Information Security Center together with the state enterprise Kyrgyzloto.

State Oversight and Transparency

Under the new system, every type of lottery draw will be supervised by the government. This measure aims to ensure transparency in financial transactions, allow real-time monitoring of sales and payouts, and protect citizens from dishonest operators.

Data Management and Financial Controls

The Lottery Information Processing Center will handle real-time collection of data on ticket sales, draw outcomes, and prize distributions. Meanwhile, the Ministry of Finance and the State Tax Service will oversee fiscal and financial compliance.

“Our task is to agree on the rules for conducting lotteries and to form a fund for targeted deductions. We intend to unify the draws and channel the proceeds into useful areas,” said Sherik Kasmaliev, director of Kyrgyzloto, during a press briefing.
Economic Impact and Projections

The government forecasts that this unified lottery system could generate around $1 billion in tax revenue and licensing fees over the coming decade.
